Grover Cleveland is a confirmed playable character for Super Smash Bros. 4. He was the 22nd and 24th President of the United States, and the only president to serve two non-consecutive terms. He will be the first historical character to appear in a Super Smash Bros. game.
Though considered an unlikely candidate for inclusion by fans, Grover Cleveland's presence in SSB4 was hinted at in footage at the 2013 Electronic Entertainment Expo, and later confirmed in an interview with Masahiro Sakurai.
As a heavy character, Grover Cleveland is as immovable as his idealistic political principles. While Cleveland is slow to adapt to the changing political climate and slow on the field of combat, his range of abilites that control enemies' location make him a great zoning fighter.
Grover Cleveland's moveset was visible in footage at E3, but until the game is released, all names for his moves are speculative.
Neutral B: Isolationist Policy. Cleveland briefly hides behind the Constitution. Any enemies who touch or attack him while he is in this state are damaged and thrown backwards.
Side B: Pullman Strike. Cleveland pulls out a railway car and slams it into the ground in front of him, damaging anyone in the way. The rail car rolls off the map in the indicated direction, doing very low damage but forcing anyone in its path backwards.
Up B: Mustache Dash. Cleveland's mustache grows rapidly. After a brief pause, it shoots out in an indicated direction. It can grab ledges or other players; in either case Cleveland will be quickly dragged to their location, damaging enemy players along the way.
Down B: Gold Standard. Cleveland drops a large pile of gold bricks. When they hit the ground, a shockwave knocks back nearby enemy players. If used in the air, the gold bricks deal major damage to enemies hit while they fall. The gold bricks remain in place for a while before disappearing, and can be used to impede enemy movement, or pushed off of ledges to damage enemies beneath.
Final Smash: Panic of 1893. The stock market crashes through the stage, temporarily burying enemy players under a mountain of debt and sending the price of silver plummeting.
